The urbz sims in the city GBA game?

well im playing it right now, and im stuck with berkelly clyde i have him at 50 relationship and wont let me continue to my next mission, it just said on the peice of paper "talk to the man with a feather in his hat" so im confused why wont he talk to me so i can move on?
